This is a speculative fix for the latest build failure on RTD,

which appears to be due to a change in RTD's "conf.py.tmpl"

.. and remove the substring check for the file.

this fixes the problem with sphinx 7.2.2 that the "docname" can
be None (see https://github.com/sphinx-doc/sphinx/issues/11620)

Ensure doc build is tested when a Makefile or .mk file is changed 
This can affect whether the shared-bindings-matrix works, as in the
case of this PR.

Use a different way to force building sdkconfig early 
the `Makefile:...` version broke the shared bindings matrix generation, as
it would fail if esp-idf wasn't in the environment (and we wouldn't want
it to do that much work anyway)

This was verified by @todbot to work on esp32 s2 and s3;
the constant should match any system that uses LWIP numbering.
