Forbidden pins are now correctly "in use" on ESP 
This removes duplicate code to make debug UART pins in use via
never reset. It is done through forbidden pins automatically now.

Fixes #8288

This is a speculative fix for the latest build failure on RTD,
https://readthedocs.org/projects/circuitpython/builds/21689508/
which appears to be due to a change in RTD's "conf.py.tmpl"

Use the ".. jinja" tag to render support_matrix template 
.. and remove the substring check for the file.

this fixes the problem with sphinx 7.2.2 that the "docname" can
be None (see https://github.com/sphinx-doc/sphinx/issues/11620)

Add several constants needed to use multicast UDP 
This was verified by @todbot to work on esp32 s2 and s3;
the constant should match any system that uses LWIP numbering.
