Fix MDNS after the user turns off wifi 
We need to reset our MDNS state instead of just the IDF's.

Forbidden pins are now correctly "in use" on ESP 
This removes duplicate code to make debug UART pins in use via
never reset. It is done through forbidden pins automatically now.

Fixes #8288

This is a speculative fix for the latest build failure on RTD,
https://readthedocs.org/projects/circuitpython/builds/21689508/
which appears to be due to a change in RTD's "conf.py.tmpl"
