Emelia Smith 46d24cdfaa Ensure destruction of OAuth Applications notifies streaming
Due to doorkeeper using a dependent: delete_all relationship, the destroy of an OAuth Application bypassed the existing AccessTokenExtension callbacks for announcing destructing of access tokens.
