Ensure sdkconfig.h is built early, by making Makefile depend on it 
Here's why this helps fix the build error:
If this file does not exist or is out of date, then it is generated
and then the Makefile is re-read.

I don't know why this worked before but stopped now; it must have
to do with the rework of header generation in the MP build system.

**CircuitPython** is a *beginner friendly*, open source version of Python for tiny, inexpensive
computers called microcontrollers.

This package contains the "stubs", or type definitions for CircuitPython.  With some advanced
editors and other tools, this information can be identify TypeErrors, AttributeErrors, and other
problems before you deploy your code to a device and can even help autocomplete your code.
