Tweak black_bindings
Originally, black_bindings found each contiguous "//|" block and sent
it to black independently. This was slower than it needed to be.

Instead, swap the comment prefix: when running black, take off
"//|" prefixes and put "##|" prefixes on all un-prefixed lines.
Then, after black is run, do the opposite operation

This more than doubles the overall speed of "pre-commit run --all",
from 3m20s to 55s CPU time on my local machine (32.5s to under 10s
"elapsed" time)

It also causes a small amount of churn in the bindings, because
black now sees enough context to know whether one 'def' follows another
or ends the 'def's in a 'class'. In the latter case, it adds an extra
newline, which becomes a "//|" line.

I'm less sure why a trailing comma was omitted before down in
rp2pio/StateMachine.c but let's roll with it.

Timon a1052d5f73
Initial broadcom port for Raspberry Pi
This targets the 64-bit CPU Raspberry Pis. The BCM2711 on the Pi 4
and the BCM2837 on the Pi 3 and Zero 2W. There are 64-bit fixes
outside of the ports directory for it.

There are a couple other cleanups that were incidental:
* Use const mcu_pin_obj_t instead of omitting the const. The structs
  themselves are const because they are in ROM.
* Use PTR <-> OBJ conversions in more places. They were found when
  mp_obj_t was set to an integer type rather than pointer.
* Optimize submodule checkout because the Pi submodules are heavy
  and unnecessary for the vast majority of builds.

Jeff Epler 159728b550 shared-bindings: Factor out validate_list_is_free_pins
This will ultimately be used by SDIO, where a variable length list
of data lines is called for.

Move pin struct to the peripherals library.
Its slimmed down by removing the qstr and bit packing TCC info.

The trinket m0 build actually grows by 20 bytes. The arduino zero
build shrinks by 188 bytes.

Scott Shawcroft 0ae344841f atmel-samd & esp8266: Make sure pins are not already in use.
This prevents corrupting previous functional objects by stealing their pins
out from under them. It prevents this by ensuring that pins are in default
state before claiming them. It also verifies pins are released correctly and
reset on soft reset.

Fixes #4, instantiating a second class will fail.
Fixes #29, pins are now reset too.

Scott Shawcroft ccbb5e84f9 This introduces an alternative hardware API called nativeio structured around different functions that are typically accelerated by native hardware. Its not meant to reflect the structure of the hardware.

It differs from upstream's machine in the following ways:

* Python API is identical across ports due to code structure. (Lives in shared-bindings)
* Focuses on abstracting common functionality (AnalogIn) and not representing structure (ADC).
* Documentation lives with code making it easy to ensure they match.
* Pin is split into references (board.D13 and microcontroller.pin.PA17) and functionality (DigitalInOut).
* All nativeio classes claim underlying hardware resources when inited on construction, support Context Managers (aka with statements) and have deinit methods which release the claimed hardware.
* All constructors take pin references rather than peripheral ids. Its up to the implementation to find hardware or throw and exception.
