Format:
CIRCUITPY_BLE_NAME = My BLE Board
- the length is limited to 31 characters
- for the NRF version it repeatedly truncates the name if it's too long
- the ESP version defaults to "nimble" if the name is too long
The BLE workflow will be advertising and the scan's load of
identities conflicts with it. This change ensures scanning and
advertising happens exclusively.
This showed as an unknown error 3204.

On ESP ctrl-c during fake sleep will now stop the sleep. A crash
on real deep sleep is now fixed as well. (Exception string saving
was crashing on reading the deep sleep exception.) Fixes#4010
This also fixes nRF fake sleep after the first time. The internal
variable wasn't being reset early enough. Fixes#4869
nRF CircuitPython boards will now provide the file transfer
service defined here: https://github.com/adafruit/Adafruit_CircuitPython_BLE_File_Transfer
USB capable boards will only advertise if previously bonded to a
device or if the reset button is pressed during the fast blue
flashes on start up. When pressed, the board will restart again but
the blue period will not flash.
Boards without USB will always advertise.
When previously bonded, the advertisement is private so that no
other peers can connect. If advertising publicly, the tx power is
lowered to reduce the likelihood of bonding from a distance.
This PR also fixes issues with loading identities of bonded peers
so that our address can now be resolved and we can resolve others'
addresses when scanning.
Unify USB-related makefile var and C def as CIRCUITPY_USB.
Always define it as 0 or 1, same as all other settings.
USB_AVAILABLE was conditionally defined in supervisor.mk,
but never actually used to #ifdef USB-related code.
Loosely related to #4546
The timeout value is calculated by the common-hal layer now, so we don't
need to be quite so clever about calculating it here.

Add a field to allow specifying a timeout when initiating advertising.
As part of this, add a new property to determine if the device is still
advertising.
Additionally, have the `anonymous` property require a timeout, and set
the timeout to the maximum possible value if no timeout is specified.

Add a new parameter to the `start_advertising()` function to enable
anonymous advertising. This forces a call to `sd_ble_gap_privacy_set()`
with `privacy_mode` set to `BLE_GAP_PRIVACY_MODE_DEVICE_PRIVACY` and
`private_addr_type` set to
`BLE_GAP_ADDR_TYPE_RANDOM_PRIVATE_RESOLVABLE`.
With this, addresses will cycle at a predefined rate (currently once
every 15 minutes).

Allow for setting various softradio memory settings as part of a
board in order to support lower-memory configurations. If a
parameter is unspecified then the previously-defined value is used.

PacketBuffer facilitates packet oriented BLE protocols such as BLE
MIDI and the Apple Media Service.
This also adds PHY, MTU and connection event extension negotiation
to speed up data transfer when possible.
This code is shared by most parts, except where not all the #ifdefs
inside the tick function were present in all ports. This mostly would
have broken gamepad tick support on non-samd ports.
The "ms32" and "ms64" variants of the tick functions are introduced
because there is no 64-bit atomic read. Disabling interrupts avoids
a low probability bug where milliseconds could be off by ~49.5 days
once every ~49.5 days (2^32 ms).
Avoiding disabling interrupts when only the low 32 bits are needed is a minor
optimization.
Testing performed: on metro m4 express, USB still works and
time.monotonic_ns() still counts up
