nrf/boards: Enable RTCounter machine module for nrf9160 boards. 

Resolves dependencies for MICROPY_PY_TIME_TICKS which
requires to link against nrfx_rtc.c functions by setting
MICROPY_PY_MACHINE_RTCOUNTER to 1.
